Pennsylvania American treats Two Lick Creek surface water, ICMSA runs eight separate systems, Blairsville draws from across the Westmoreland line, and much of the county is on private wells. About 82,900 people live in Indiana County, and there is no single Indiana County water. Pennsylvania American Water treats surface water from Two Lick Creek for Indiana and the surrounding area. The Indiana County Municipal Services Authority runs eight separate drinking-water systems serving different townships and boroughs. Blairsville draws from a reservoir and wells that sit across the county line in Westmoreland. And across the rural townships, a large share of homes are on private wells. The treatment that fits depends on which of those reaches your house.
Two Lick Creek surface water, eight separate ICMSA systems, a Blairsville supply sourced in another county, and a private well are not interchangeable — and should not get the same treatment recommendation.
Pennsylvania American Water’s Indiana system treats surface water from Two Lick Creek and disinfects with chlorine. Its 2025 report lists average hardness of 100 mg/L, about 5.8 gpg, and a 90th-percentile lead result of 0 ppb.
The Indiana County Municipal Services Authority runs eight systems — Crooked Creek, Lucerne/Tide, Coy/Waterman/Luciusboro, Heilwood, Arcadia, Cherry Tree, Rossiter and Plumville — each serving different townships.
Blairsville draws from Trout Run Reservoir and three wells, all physically located in Derry Township, Westmoreland County. Outside every service area, much of rural Indiana County is on private wells.
Penn State’s Agricultural Analytical Services Laboratory has summarized 160 Indiana County drinking-water submissions collected between October 2007 and June 2025. These laboratory results describe the samples submitted to Penn State and are not a representative survey of all homes, wells or public water supplies in the county.

Manganese was above the secondary standard in 25 of 50 tested Penn State samples — 50.0%, tied for the highest rate among the counties Cesare’s serves.
Iron was above the 0.3 mg/L secondary standard in 35.7% of tested samples, with one result at 7.9 mg/L — more than twenty times the standard.
Two thirds of tested samples — 65.7% — fell outside Penn State’s corrosivity criterion, the pattern behind copper staining and pinhole leaks.

Chlorine taste and hardness on the Indiana municipal system
An Indiana, Pennsylvania homeowner wanted less chlorine taste and odor, less scale on fixtures and appliances, and better drinking water at the kitchen. Testing measured 1.2 mg/L total chlorine, 6.1 grains per gallon of hardness and 228 ppm TDS at the tap. Cesare’s separated the goals instead of asking one filter to do every job: whole-house activated-carbon filtration, an ion-exchange softener, and an under-sink reverse osmosis system. Afterward chlorine measured below 0.10 mg/L, hardness 0.4 gpg, and the RO tap 12 ppm — a 94.7% reduction.

Dark staining, orange water and acidic pH on a rural Indiana County well
A rural Indiana County homeowner called Cesare’s after dark staining appeared in toilets and sinks alongside orange discoloration, a metallic taste and mineral buildup on fixtures. Testing showed this was not one problem but four: manganese at 0.68 mg/L, iron at 5.2 mg/L, an acidic 6.1 pH capable of driving corrosion, and 12.4 grains per gallon of hardness. Cesare’s designed around the full analysis rather than one tank — pH correction first, then oxidation-based iron and manganese filtration, then ion-exchange softening. Afterward manganese measured below 0.01 mg/L, iron below 0.05 mg/L, pH 7.2 and hardness 0.6 gpg.

Penn State’s water lab summarizes 160 drinking-water samples submitted from Indiana County between October 2007 and June 2025. Among the samples tested, manganese was over the 0.05 mg/L limit in 25 of 50, iron was over 0.3 mg/L in 15 of 42, total coliform bacteria turned up in 85 of 153, and E. coli in 24 of 153. Median hardness ran 82 mg/L, about 4.8 grains per gallon. These are homeowner-submitted samples, not a survey of every property, which is why we start with water testing at your tap.
There is no single county water system. Pennsylvania American Water runs the Indiana system. The Indiana County Municipal Services Authority operates eight separate drinking-water systems. Blairsville Municipal Authority runs its own supply, sourced across the county line. Everything else is private wells. Identifying the actual supplier is genuinely the first step here, not a formality.
Two Lick Creek. Pennsylvania American Water’s Indiana system treats surface water from a watershed of roughly 80 square miles that its report describes as predominantly forested with some agricultural and developed areas. Surface water is fully treated before it reaches you, but taste, hardness and the plumbing between the plant and your tap are still worth addressing at the house.
Chlorine, not chloramine. Pennsylvania American Water’s current Indiana report shows chlorine maintained through the distribution system at 0.99 to 1.39 parts per million. That is a useful thing to know before buying carbon filtration, because chlorine and chloramine are removed differently and a filter matched to the wrong one underperforms.
It depends entirely on your source. Pennsylvania American reports an average of 100 mg/L for the Indiana system, about 5.8 grains per gallon, ranging 74 to 138. Private wells are a different story: the median across Penn State’s Indiana County samples is 82 mg/L, about 4.8 grains, but individual results ran from under 1 all the way to 1,608 mg/L. That spread is exactly why a softener gets sized from your tap, not a county figure.
Because ICMSA is not one water system — it operates eight separate drinking-water systems: Crooked Creek, Lucerne/Tide, Coy/Waterman/Luciusboro, Heilwood, Arcadia, Cherry Tree, Rossiter and Plumville. Each is its own system with its own source water and its own annual water quality report. Two homes both described as being on ICMSA water can have genuinely different water, which is why we confirm the system serving your address rather than treating ICMSA as a single profile.
From across the county line. Blairsville Municipal Authority’s current report says its raw water is regularly withdrawn from two sources — Trout Run Reservoir and Well No. 2 — both located in Derry Township, Westmoreland County, with Well No. 1, also in Derry Township, placed into emergency service beginning October 31, 2025. So Blairsville customers living in Indiana County are drinking water that physically originates in Westmoreland County. The authority disinfects with chlorine.
It is the county’s signature finding. Penn State found manganese over the 0.05 mg/L limit in 25 of 50 Indiana County samples tested — exactly 50.0% — with one result reaching 3.30 mg/L, sixty-six times the standard. That ties Indiana with Somerset for the highest manganese percentage among the county summaries we work from. Those numbers describe submitted samples, not the share of all Indiana County wells with elevated manganese.
Black or dark staining usually points to manganese, orange or rust-colored staining to iron. Indiana County has both in quantity: manganese over the limit in 25 of 50 samples tested and iron over the limit in 15 of 42, with the highest iron result at 7.9 mg/L. Appearance narrows it down, but testing is what tells us which metal, how much, and in what form — the details that decide the iron and manganese filtration design.
Yes, and it is the county’s most-failed measure after manganese. In Penn State’s Indiana County submissions, 44 of 67 corrosivity-index samples — 65.7% — fell outside the acceptable range, and 24 of 138 pH samples were outside 6.5 to 8.5, with readings as low as 3.7. Corrosive water attacks copper and shows up as blue-green staining and eventually pinhole leaks. Because corrosion depends on more than pH, treatment is designed from the full analysis.
That smell usually points to hydrogen sulfide, and where it appears matters. If the odor is in both hot and cold water, the well or supply is likely the source; if it only shows up on the hot side, reactions inside the water heater may be involved. That distinction decides whether treatment belongs at the well, at the whole house, or at the heater, so we check before recommending anything.
Pennsylvania DEP recommends testing private well water every year for total coliform bacteria, nitrates, total dissolved solids and pH, through a state-certified lab, plus anything else you have reason to suspect. Given what shows up in Indiana County submissions, manganese, iron, hardness and corrosivity are worth adding whenever there is staining, scale or plumbing trouble. Nitrate has been the good news locally — none of the 79 Penn State samples tested exceeded the standard.
Treat it as a safety issue. DEP’s guidance is not to consume the water unless it has been brought to a rolling boil for one minute, or to use bottled water for drinking and food preparation while the problem is addressed. Then the well gets evaluated for how contamination is entering — a failed cap, casing or grouting, or surface water nearby — corrected or disinfected, and retested. Properly designed UV disinfection provides an ongoing barrier for water passing through it, but it does not repair the well or stop contamination from entering, so finding the entry point is the part that actually solves it. Locally this matters: 85 of 153 submitted samples tested positive for total coliform and 24 of 153 for E. coli.
Worth testing for, because arsenic has no taste, odor or color. Penn State found 3 of 59 Indiana County samples tested for arsenic — about 5.1% — above the 0.01 mg/L standard, with the highest at 0.048. That does not mean 5.1% of the county’s wells have elevated arsenic; it describes the samples that were submitted. When arsenic is confirmed at a property, treatment is designed specifically for it, commonly reverse osmosis at the drinking tap.
It is worth considering when the home has an older or unknown service line, older fixtures or lead-containing plumbing. Pennsylvania American Water’s Indiana system reported a 0 ppb 90th-percentile lead result with none of its 31 sampled sites over the action level — a good number. But Penn State’s countywide submissions still included 2 of 58 first-draw samples and 3 of 61 running-water samples above 0.015 mg/L. That gap is the whole point: a clean systemwide result cannot tell you what is happening at one particular faucet.
It depends on which water you have and what the tests find. An Indiana municipal home wanting chlorine reduction and softening is a different project from a Marion Center well needing manganese removal, iron treatment, pH correction and UV together. Flow rate, plumbing and the number of stages all factor in. Cesare’s prices a system after testing the water and identifying what the property actually requires — not before.
