Does Your Southwestern PA Water Use Chlorine or Chloramine?

There is no single answer for everyone on “city water” here. It varies by supplier, by plant, and in some systems by season.

What Is the Difference Between Chlorine and Chloramine?

Both do the same job for the utility. They behave very differently once the water reaches your house.

    Works quickly, breaks down faster in the pipes, and is often the more noticeable of the two at the tap. Carbon reduces it readily.

    Chlorine combined with ammonia. It holds a residual much further through a large distribution system and does not vent off the way free chlorine does.

    Reducing chloramine depends on a slower reaction rather than easy adsorption, so it takes media designed for chloramine and considerably more contact time.

Is Chlorine or Chloramine in City Water Safe?

Water carrying chlorine or chloramine within the regulations is considered suitable for normal household use. EPA sets the maximum residual disinfectant level at 4.0 mg/L for both, measured as chlorine, and Pennsylvania DEP describes chloramine at levels meeting EPA requirements as presenting minimal to no risk.

Disinfection is one of the reasons waterborne disease is rare here. Nobody should read this page as a case against it. What we do is treat the water after it has finished that job and arrived at your property.

Plenty of homeowners still want the residual reduced — for taste, for how coffee and ice turn out, for the shower, or for a specific use like an aquarium. That is a water-quality preference, and it is a legitimate one.

Why Is a Disinfectant Added at All?

Worth understanding before deciding what to do about it.

Control microorganisms

Disinfection at the plant handles bacteria, viruses and other organisms in the source water — here, that source is river water from the Allegheny or the Monongahela.

Hold a residual

A measurable residual has to survive the trip through reservoirs, tanks and miles of pipe. That requirement is exactly why some systems choose the more persistent chloramine.

Stay inside the rules

EPA and Pennsylvania regulate both the disinfectant and the byproducts it can form, and utilities report results annually in a Consumer Confidence Report.

Why Does My City Water Suddenly Smell More Like Chlorine?

A change in taste or odor does not mean the water became unsafe.

The utility changed something

Suppliers switch disinfectants, flush hydrants, respond to maintenance, or adjust treatment to hold water quality. MAWC customers on the Indian Creek and Sweeney systems can notice it when those plants move between chloramine and free chlorine.

Season and demand

Warmer water and shifting demand change how a residual behaves on its way to you. The same dose does not always taste the same in July as it does in January.

Something on your side

A clogged aerator, a neglected hot water tank, or water that has sat in the lines can all change taste and odor. Musty rather than chlorine-like usually points to naturally occurring geosmin and MIB in the source water.

Hardness, pH, TDS, iron or manganese, sediment — plus laboratory panels such as lead or PFAS when the situation calls for one.

Peak household demand, plumbing size and pressure decide tank size and how long water stays in the media.

Retest the residual on treated water instead of assuming the equipment is doing its job.

Why the Type and Amount of Media Matter

Carbon treatment is not decided by the label on the tank.

The right media

Custom-Designed media chosen for the disinfectant actually present. What handles free chlorine easily is not automatically the right answer for chloramine.

The right bed size

Enough media that your peak demand does not push water through faster than the reaction needs. Chloramine reduction wants substantially more contact time than chlorine.

The right verification

Before-and-after testing at realistic flow. A low-flow sample at one sink can look excellent while the whole-house condition tells a different story.

Does a Water Softener Remove Chlorine or Chloramine?

No — not on its own. A conventional ion-exchange softener is built to reduce calcium and magnesium hardness. It should never be presented as a chlorine or chloramine filter unless the system also carries a separate media stage designed for that job.

The standards make the split obvious. NSF/ANSI 44 covers cation-exchange softeners. Chlorine and chloramine reduction claims live in filtration standards such as NSF/ANSI 42. Different standard, different job.

Some of our systems do both, because plenty of municipal homes around here have moderately hard water on top of a disinfectant residual. When that happens, the estimate says which media performs which function.

Shower Filters, Pitchers and Refrigerator Filters

A shower filter certified to NSF/ANSI 177 covers free available chlorine reduction. That certification does not automatically verify chloramine reduction. On a chloraminated supply, that distinction is the whole ballgame — and most product pages blur it.

Aquariums, Ponds and Home Dialysis

Three uses where removal is not a preference.

Aquariums and ponds

Chlorine and chloramine are harmful to fish and other aquatic life. Pennsylvania DEP advises owners to use an appropriate conditioner or a carbon system designed for chloramine before the water goes in.

Home dialysis

Both must be removed from water used for dialysis. A residential filter never replaces the treatment, testing and procedures required by your physician, dialysis provider and equipment manufacturer.

Why chloramine is harder

Free chlorine will largely vent from an open container. Chloramine will not, which is why “let it sit out overnight” is not a plan for a chloraminated supply.

Installation, Service Life and What It Costs

Carbon life cannot be read off a calendar. It depends on which disinfectant is present and at what concentration, household use, media volume, flow rate, organic loading, and whether the utility changes practice mid-year.

Service means checking free and total chlorine, testing the treated water, inspecting valve and bypass, confirming backwash where applicable, and re-bedding on performance rather than on a date. Water can still look perfectly clear after a bed has lost meaningful capacity.

Why is chlorine added to city water?
Public water systems add a disinfectant to control bacteria, viruses and other microorganisms during treatment and to hold a residual as water moves through storage tanks and distribution pipes. EPA and Pennsylvania regulate both the disinfectant and the byproducts it can form.
What is chloramine?
Chloramine is usually monochloramine, formed by combining chlorine with ammonia. It is a weaker disinfectant than free chlorine but far more stable, so it holds a residual much further through a large distribution system.
Is chlorine in city water safe?
EPA sets a maximum residual disinfectant level of 4.0 mg/L for chlorine, measured as chlorine. Water within that limit is considered suitable for normal household use, and residual disinfection is what protects the water after it leaves the plant.
Is chloramine safe for drinking and bathing?
EPA states that water containing chloramines within regulatory standards is safe for drinking, cooking, bathing and normal household use. Pennsylvania DEP describes chloramine levels meeting EPA requirements as presenting minimal to no risk. Reducing the residual at home is a water-quality and preference decision, not evidence the utility failed.
Does Pittsburgh Water use chlorine or chloramine?
Pittsburgh Water reports chlorine disinfection rather than chloramine, and its source is the Allegheny River. Utility practice can change, so confirm the current Consumer Confidence Report for your address.
Does Pennsylvania American Water use chloramine?
Its 2025 Pittsburgh System report states that surface water supplies are treated with chloramines for bacteriological quality in the distribution system, drawn from the Monongahela River. Pennsylvania American Water operates multiple systems, so confirm the one serving your address.
Does MAWC use chlorine or chloramine?
It depends on the plant and the season. MAWC switched its Indian Creek and George R. Sweeney plants from free chlorine to chloramine on May 4, 2026, and announced plans to switch back to free chlorine in fall 2026. The McKeesport and Furnace Run (Ligonier) systems remain chlorinated year-round.
Does activated carbon remove chlorine?
A properly designed carbon system reduces free chlorine along with the taste and odor that come with it. Performance still depends on the media, how much of it there is, the flow rate through the bed and how much life is left in it.
Does activated carbon remove chloramine?
Not all carbon performs the same way on chloramine. Free chlorine is adsorbed readily; chloramine relies on a slower chemical reaction, so it needs media designed for chloramine plus enough volume and contact time. The same tank that handles free chlorine easily can fall short on chloramine.
Does a water softener remove chlorine or chloramine?
A conventional ion-exchange softener is built to reduce calcium and magnesium hardness. It should not be sold as a chlorine or chloramine filter unless the system also contains a separate media stage designed for that job. NSF/ANSI 44 covers softeners; chlorine and chloramine reduction claims fall under NSF/ANSI 42.
Is an NSF chlorine claim the same as a chloramine claim?
No. NSF/ANSI 42 contains separate reduction claims for chlorine and for chloramine. A product certified to the standard is not automatically certified for both, so the exact model and its listed claim have to be checked.
Do shower filters remove chloramine?
Not necessarily. NSF/ANSI 177 shower filter certification covers free available chlorine reduction. It does not automatically verify chloramine reduction, so a chloraminated supply should not be handled with an assumption.
Why does my water smell more like chlorine during part of the year?
Your supplier may change disinfectants seasonally, flush hydrants, or adjust treatment in response to conditions. Customers on MAWC's Indian Creek and George R. Sweeney systems can notice a stronger chlorine character when those plants move between chloramine and free chlorine.
Does whole-home carbon remove lead or PFAS?
Not automatically. Reducing chlorine and improving taste is a different claim than reducing lead or PFAS. Those require a system with verified performance for that specific contaminant.
How often does whole-home carbon need to be replaced?
Media life depends on which disinfectant is present, its concentration, household flow, how much media is in the tank and whether the utility changes practice. Periodic testing tells you where you stand; a calendar date alone does not.
Should city water be tested before installing a filter?
Yes. Testing identifies the disinfectant and its residual along with hardness, pH and anything else that affects the design. It is the step that decides what to install and the baseline that proves the system works afterward.
